EMBARQ’s mission is to catalyze and help implement environmentally and financially sustainable transport solutions to improve quality of life in cities.
Since 2002, the EMBARQ network has expanded to Mexico, Brazil, China, India, Turkey and the Andean Region, that work together with local transport authorities to reduce pollution, improve public health, and create safe, accessible and attractive urban public spaces. EMBARQ fosters government-business-civil society partnerships whose members are committed to finding solutions to the transportation-related problems in their cities. Within the framework of these partnerships, EMBARQ is empowered to identify, test, evaluate, and implement reasonable and effective solutions to local transport problems within a three to five year time horizon.
EMBARQ 's business model calls for working partnerships with three major cities every five years, entered into on a staggered basis. This model will ensure EMBARQ 's ability to effectively manage multiple-city projects while still engaging in education, outreach and prospecting for future partner cities.

EMBARQ - The WRI Center for Sustainable Transport is seeking an Associate II to work in urban and regional development, transportation, and environmental projects in WRI’s China office. WRI’s Climate and Energy Program (CEP) seeks to protect the global climate system from further harm due to emissions of greenhouse gases and help humanity and the natural world adapt to unavoidable climate change. To achieve this aim the program’s 50+ experts, in collaboration with a wide range of partners, are focused on developing and promoting policy and business solutions that will lead to a near-zero-carbon, climate-resilient economy by 2050.
Through EMBARQ and CEP, WRI is building its work in transport and climate change as a new cross-Institute work program. Previous work in this area includes studies in exposure to air pollutants in urban transport projects, proposals for the design of Nationally Appropriate Mitigation Actions (NAMAs) for urban transport and freight, as well as input to international projects for sustainable low-carbon transport (European Union, UN Environment Programme, and Inter-American Development Bank). WRI has a long history of engagement with international climate processes including the UNFCCC climate and energy funding related to international financial institutions, and has recently launched a Major Emerging Economies Initiative to support these countries in their shift to a low-carbon economy. EMBARQ is a member of the Partnership on Sustainable, Low Carbon Transport (SLoCaT).
Position Summary
WRI seeks a Senior Associate, Transport and Climate Change who will create a cross-programmatic body of work on transport and climate, leveraging the strengths of both EMBARQ and CEP, and lead its progress toward delivering outcomes. An important objective of this position will be to provide thought leadership to WRI and external partners on issues of international climate–transport policy and finance, and cultivate WRI as a leader in the field. Based in Istanbul, EMBARQ-Turkey began its activities in 2005 with the goal of delivering sustainable transport solutions to Turkish cities. Its efforts have centered on improving air quality and reducing travel times by promoting mass transit. EMBARQ-Turkey has completed Istanbul’s first emissions inventory and has provided technical advice to the city on its new Bus Rapid Transit system, Metrobus.

The Turkey director is responsible for all aspects of leading and managing EMBARQ-Turkey. Primary results expected of the director include:
(a) delivering a strong institution,
(b) delivering outcomes, and
(c) leveraging funds or other external resources.
Particular responsibilities, whether directly performed or delegated, include board relations; mission and value alignment; strategy, program, and business development and management; delivery of high-quality technical expertise; external relations; senior staff management; facilities; relations and collaboration with the EMBARQ Network; and generally all aspects of EMBARQ-Turkey operations.
This position reports to the EMBARQ Acting Director/Chief Operating Officer in the near-term, and eventually reports to the EMBARQ-Turkey board of directors. The Turkey program director is part of the senior management team within the EMBARQ Network and is responsible to both contribute toward, and ensure EMBARQ-Turkey’s alignment and integration with, the EMBARQ vision, mission, values, global strategy, and business model. The Director also identifies synergy opportunities with other regions and ensures these are realized.
As a senior member of the EMBARQ team, the director will bring new experience, ideas, innovation and creativity that will strengthen the whole EMBARQ Network. The Turkey Program Director will be EMBARQ’s lead in Turkey on urban transport planning and policy.
