EMBARQ’s mission is to catalyze and help implement environmentally and financially sustainable transport solutions to improve quality of life in cities.

Since 2002, the EMBARQ network has expanded to Mexico, Brazil, China, India, Turkey and the Andean Region, that work together with local transport authorities to reduce pollution, improve public health, and create safe, accessible and attractive urban public spaces. The network employs more than 120 experts in fields ranging from architecture to air quality management; geography to journalism; and sociology to civil and transport engineering.

How EMBARQ Works

EMBARQ fosters government-business-civil society partnerships whose members are committed to finding solutions to the transportation-related problems in their cities. Within the framework of these partnerships, EMBARQ is empowered to identify, test, evaluate, and implement reasonable and effective solutions to local transport problems within a three to five year time horizon.

EMBARQ 's business model calls for working partnerships with three major cities every five years, entered into on a staggered basis. This model will ensure EMBARQ 's ability to effectively manage multiple-city projects while still engaging in education, outreach and prospecting for future partner cities.

The staggered initiation of projects, in two-year intervals, will allow appropriate engagement on the part of EMBARQ staff to carry each project through five proposed stages:

Associate – Research and Practice (Mumbai, India)

Overview:

EMBARQ, the World Resources Institute’s Center for Sustainable Transport, is seeking an associate for its India Program. The successful candidate will be based in Mumbai and will report to Strategy Manager – Research and Practice.

Responsibilities:

  • Independently manage multiple projects in Intermediate Public Transport, Public Transport, Non Motorized Transport domain
  • Interact multiple partners and / or stakeholders
  • Participate actively in EMBARQ India’s ambitious and innovative growth strategy

Latin America Research Intern (Washington, D.C.)

Overview:

EMBARQ, the World Resources Institute's Center for Sustainable Transport, is looking for a research intern. The EMBARQ Latin America Research Intern will work closely with EMBARQ’s Latin America Team and EMBARQ researchers on a variety of research and writing assignments, including the evolution of Sustainable Transportation Systems in Latin America. The intern will report to the Latin America Strategic Director.

Responsibilities:

80% Research and Data Analysis:

  • Assists with research and data analysis on topics related to the evolution of sustainable transportation in Latin America
  • Collects and analyzes information; and monitors and analyzes relevant material from conferences and seminars, academic journals, and reports from a wide variety of sources, including NGOs.
  • Plans and executes quantitative data analysis; prepares results to complement published material.
  • Reviews and updates existing data and footnotes; and helps with editing and proofreading of publications.
  • Summarizes existing literature and research results for incorporation into research publications, presentations, and briefing memos.
  • Works collaboratively with research staff to develop and complete writing assignments. Completes assignments while identifying gaps as well as questions, and in accordance with deadlines.
  • Occasional manuscript review and factual verification.

Program Coordinator II

Overview:

EMBARQ is looking for a Program Coordinator who will play an integral role in helping EMBARQ projects run smoothly by supporting project directors with administrative coordination and financial oversight. A key member of EMBARQ's administrative team, this person will demonstrate leadership by problem solving, reinforcing administrative policies and procedures, conducting relevant financial analysis of projects and exercising judgment to ensure timely operations.

By focusing on transport, which affects everything from prosperity to pollution, EMBARQ seeks to generate significant social, environmental and economic benefits in the cities and communities where it works

The position reports to the Operations Manager. The Program Coordinator II position is based in Washington, D.C.

Responsibilities:

In conjunction with the Operations Manager, the Program Coordinator II is responsible for facilitating the management and timely operations of all EMBARQ projects. His/her main areas of responsibility are:

Financial Planning

  • Analyzes range of moderately complex variables to evaluate project financial performance
  • Creates more complex financial reports to reflect program budget and performance projections
  • Tracks program expenses and uses judgment to ensure their appropriateness versus grant agreements

Fundraising

Senior Associate (Beijing, China)

Overview:

EMBARQ - The WRI Center for Sustainable Transport is seeking an Associate II to work in urban and regional development, transportation, and environmental projects in WRI’s China office. Established in May 2002, EMBARQ acts as a catalyst for socially, financially, and environmentally sound solutions to the problems of urban transport. EMBARQ focuses on cities in developing countries where air pollution, traffic congestion, and lack of access to clean and convenient transport are most acute and the poor bear the brunt of the problem. EMBARQ’s strategy is to foster viable government-business-civil society partnerships whose members are committed to finding solutions to the transportation-related problems facing the cities in which they operate. EMBARQ has already established local centers for sustainable transport in cities in Mexico, Brazil, Peru, Turkey and India.

Responsibilities:

EMBARQ is seeking a highly motivated and self-driven professional who will play a key technical role in developing and implementing a strategy and business plan for EMBARQ China, participate in transportation, urban development, and/or public health projects in China, and help develop partnerships with Chinese cities and organizations. During fiscal year 2011, the Associate’s main responsibility will be to develop a report analyzing the feasibility of pursuing work by EMBARQ in China beyond 2011, as well as possible funding opportunities, in collaboration with WRI and EMBARQ Network staff and external consultants. The main tasks associated with developing the report are as follows:

  • Identifying lessons learned from previous experiences working in China by EMBARQ and other organizations (e.g. UC Berkeley GMS, Energy Foundation, ITDP, etc.)
  • Identifying the best types of projects/programs that EMBARQ should focus on in China, based on the probability of delivering outcomes
  • Assessing risks / opportunities, funding prospects for developing and scaling up a center in China
  • Writing a final report summarizing the findings from all research and meetings / interviews listed above
  • Conducting research and interviews with EMBARQ/WRI staff, key stakeholders, and external consultants
  • Participating in a workshop hosted by WRI/EMBARQ to present and review findings
  • Conducting research and interviews with EMBARQ/WRI staff, key stakeholders, and external consultants
  • Participating in meetings with local officials in China
  • Participating in a second workshop hosted by WRI/EMBARQ to present and review findings
  • Conducting research and interviews with members of other organizations that have expanded to China
  • Meeting with EMBARQ Center directors and getting their input
  • Working with EMBARQ Development staff to develop a fundraising strategy for China
  • Other responsibilities will include, but are not limited to:
  • Helping build partnerships between WRI/EMBARQ and key organizations working in urban planning and transportation in China
  • Identifying new funding opportunities for the EMBARQ China and writing proposals together with other WRI/EMBARQ staff
  • Working on related issues and tasks according to the requirements of the program. Activities will be defined on a project-by-project basis by WRI/EMBARQ

The work may involve travel, within China or internationally, and will involve working with diverse disciplines and people

Qualifications:

  • Master's degree in City and Regional Planning, Transportation Planning, Transportation Engineering, or related field
  • 5 to 7 years of experience working on transportation and urban development issues, with at least 2 years of experience working in Chinese cities
  • Thorough understanding of Chinese transportation and urban development issues and institutions
  • Must be fluent in Mandarin, with strong oral and written skills in English

Senior Associate, Transport and Climate Change (Washington, D.C.)

Overview:

Background

Through its network of Centers for Sustainable Transport located in Mexico, Brazil, India, Turkey, and the Andean Region, EMBARQ collaborates with local transport authorities to reduce pollution, improve public health, and create safe, accessible, and attractive urban public spaces. The EMBARQ network employs more than 130 experts in fields ranging from architecture to air quality management; geography to journalism; and sociology to civil and transport engineering.

WRI’s Climate and Energy Program (CEP) seeks to protect the global climate system from further harm due to emissions of greenhouse gases and help humanity and the natural world adapt to unavoidable climate change. To achieve this aim the program’s 50+ experts, in collaboration with a wide range of partners, are focused on developing and promoting policy and business solutions that will lead to a near-zero-carbon, climate-resilient economy by 2050.

Through EMBARQ and CEP, WRI is building its work in transport and climate change as a new cross-Institute work program. Previous work in this area includes studies in exposure to air pollutants in urban transport projects, proposals for the design of Nationally Appropriate Mitigation Actions (NAMAs) for urban transport and freight, as well as input to international projects for sustainable low-carbon transport (European Union, UN Environment Programme, and Inter-American Development Bank). WRI has a long history of engagement with international climate processes including the UNFCCC climate and energy funding related to international financial institutions, and has recently launched a Major Emerging Economies Initiative to support these countries in their shift to a low-carbon economy. EMBARQ is a member of the Partnership on Sustainable, Low Carbon Transport (SLoCaT).

Position Summary

WRI seeks a Senior Associate, Transport and Climate Change who will create a cross-programmatic body of work on transport and climate, leveraging the strengths of both EMBARQ and CEP, and lead its progress toward delivering outcomes. An important objective of this position will be to provide thought leadership to WRI and external partners on issues of international climate–transport policy and finance, and cultivate WRI as a leader in the field. The Senior Associate will be expected to develop a strategy to deliver both national and international outcomes and potential funding, lead the Institute’s team in implementing the strategy, and work jointly with all relevant WRI programs on this effort.

Responsibilities:

Operational

  • Lead the planning, development, implementation, monitoring, and evaluation of the Institute’s transport and climate change initiative.
  • Direct the body of work across the Institute, coordinating preparation of the strategy and delivery plan and guiding its progress.
  • Work with relevant WRI programs to perform joint activities, including EMBARQ, CEP, and the Institutions and Governance Program. The goal is to find synergies between the programs’ work, develop projects, and improve institutional understanding of transport-related climate change issues and develop joint project ideas.
  • Manage relationships with external partners such as national and local governments, non-governmental organizations, corporations, academic institutions, major development banks, and multilateral and bilateral institutions.
  • Coordinate with EMBARQ’s centers and other WRI staff in-country, as well as external partners and stakeholders, in preparing and implementing projects and other project-related matters dealing directly with disbursements, budget expenditures, selection of staff, etc.
  • Lead the preparation of project budgets and monitor and report on revenue and expenses.
  • Hire and manage a geographically dispersed and multicultural staff to implement the body of work. Supervise and mentor them for their personal development and career growth.

Subject Matter Expertise

  • Lead project planning, development, implementation, monitoring, and evaluation on the topics of transport-related climate change, including direct project support to EMBARQ centers, CEP projects, and other WRI programs.
  • Serve as an expert internally and externally on a broad range of areas related to transportation and climate change such as vehicle and fuel standards, mass transit etc...
  • Working with the GHG Protocol, co-lead the development of transport evaluation monitoring and reporting methodologies.
  • Undertake research activities using technical and professional journals and publications, the Internet, library databases, etc., to extract and summarize information.
  • Prepare and deliver presentations to both internal and external audiences.
  • Author and review WRI publications of relevance to the issue.

Responsibilities:

Turkey Program Director (Istanbul, Turkey)

Overview:

The EMBARQ global network catalyzes environmentally and financially sustainable transport solutions to improve quality of life in cities. Since 2002, the network has grown to include five Centers for Sustainable Transport, located in Mexico, Brazil, India, Turkey and the Andean Region, that work together with local transport authorities to reduce pollution, improve public health, and create safe, accessible and attractive urban public spaces.

The network employs more than 100 experts in fields ranging from architecture to air quality management; geography to journalism; and sociology to civil and transport engineering. The Center for Sustainable Transport in Turkey (EMBARQ-Turkey) is a member of the EMBARQ Network, a program of the World Resources Institute, an environmental think tank in Washington, D.C.

Based in Istanbul, EMBARQ-Turkey began its activities in 2005 with the goal of delivering sustainable transport solutions to Turkish cities. Its efforts have centered on improving air quality and reducing travel times by promoting mass transit. EMBARQ-Turkey has completed Istanbul’s first emissions inventory and has provided technical advice to the city on its new Bus Rapid Transit system, Metrobus.

Responsibilities:

The Turkey director is responsible for all aspects of leading and managing EMBARQ-Turkey. Primary results expected of the director include:

(a) delivering a strong institution,
(b) delivering outcomes, and
(c) leveraging funds or other external resources.

Particular responsibilities, whether directly performed or delegated, include board relations; mission and value alignment; strategy, program, and business development and management; delivery of high-quality technical expertise; external relations; senior staff management; facilities; relations and collaboration with the EMBARQ Network; and generally all aspects of EMBARQ-Turkey operations.

This position reports to the EMBARQ Acting Director/Chief Operating Officer in the near-term, and eventually reports to the EMBARQ-Turkey board of directors. The Turkey program director is part of the senior management team within the EMBARQ Network and is responsible to both contribute toward, and ensure EMBARQ-Turkey’s alignment and integration with, the EMBARQ vision, mission, values, global strategy, and business model. The Director also identifies synergy opportunities with other regions and ensures these are realized.

As a senior member of the EMBARQ team, the director will bring new experience, ideas, innovation and creativity that will strengthen the whole EMBARQ Network. The Turkey Program Director will be EMBARQ’s lead in Turkey on urban transport planning and policy.

Qualifications:
